David Ng Lap Seng (born 1947/48) is a Macau-based Chinese billionaire real estate businessman, chairman of the Sun Kian Ip Group.

Criminal investigation

Ng Lap Seng is the subject of an American investigation, and faces bribery, money laundering and other charges, as he allegedly that he paid bribes via intermediaries totalling US$500,000 to former United Nations General Assembly president John Ashe.

Since October 2015, he has been confined to his New York City apartment on US$50 million bail, with very tight restrictions. As of January 2016, two suspects have pleaded guilty. In March 2016, a third suspect, Francis Lorenzo, deputy ambassador to the United Nations from the Dominican Republic, pleaded guilty.

US prosecutors estimate that Ng's net worth is in excess of US$1 billion.

Ng Lap Seng was also part of a Democratic fund-raising scandal when Bill Clinton was president, and is mentioned in the Panama Papers.

Ng does not have a criminal record but is reported to be involved in a number of illicit activities. He is portrayed in some of the media as a “Macau Crime Lord” and, according [to] the report, “a kingpin of the international slave prostitution trade”. It is reported that the Fortuna acts as a ‘hangout’ for the Shui Fong Triad – a group that is notorious for loan-sharking, protections rackets and prostitution in Macau.

A confidential report by Steve Vickers, former HKPD detective and CEO of Steve Vickers and Associates Ltd (SVA) security consultation firm, investigates Ng Lap Seng’s background. MDT had access to this report, a scrutiny of which raised a number of “red flags” in relation to Ng.

The Wall Street Journal mentions Eastern European and Russian women at Seng's Fortuna Hotel, so some level of international sex trafficking from Europe seems to occur.[5][Archived Version (cutoff)] Reviews of the Fortuna hotel also mention Eastern European women.[6]


Seng owns the Fortuna Hotel in Macao, which many have described as a brothel.
